So heres the story.
Met this girl at the start of the year, get along REALLY well. She asked me out like 2 weeks after first meeting her but i had to say no cause my drunk dad was being a fuck-tard and my sympathetic mum was out getting pissed.

Never got asked again.

I asked her to do stuff twice but each time we had to post-pine because of something randoim happeneing (we left booking til too late for the first one and her friends party was the reason for the rain check on thew second)

ANYWAYZ... although she hasn't quite rejected me (or so my friends keep telling me) i still think i'm doing something wrong, can anyone give me some advice for asking her out (like where to would be a great start)

How about saying something like;

"Hey, remember early that year when you asked me out? Shit was hectic with me then, and I regret not saying yes. So now I am going to ask you out. Wanna do [FUN ACTIVITY!] on [SUITABLE DAY!]?"

If you didn't explain why you shot her down last year she may feel a bit shameful around you, like "oh that's the guy that rejected me". IMO a woman asking a man out is going out on a limb a lot more than vice versa. If you make it clear you're interested and it was nothing personal back then and you take the initiative YOURSELF it should go down well.
