Default Knocking something over

Say a guy knocked a loaded garbage can over at a place, and stuff went everywhere. There was trash and some glass in places. As the guy walked off, some guy started following the person who knocked over the garbage can.

Can the stalker do anything to get the guy in trouble? What if he found the apartment the tipper lives in?

In the UK, the person who knocked the bin over, nothing would happen to him. The person doing the stalking is the one who would get fucked over and be in court for some stupid charge.

Only way to get him in trouble for that is if he's doing it deliberately and on a regular basis. In which case, you take a picture and report him for littering.

Some hooligans knocked over a trash can in Shaftsbrie!

I was kinda disappointed with this thread, I was expecting some possible advice on robbing a store, oh well, learn through experience as they say.
