It's typically seen in African cultures, as well as some Asian Muslim cultures. It stems from different cultural values; it would seem nothing other than a bad idea to us, but the right thing to do to others.

It's meant for a number of reasons. To prevent masturbation and sexual urges, to deny sexual pleasure, to stop pre-marital sex, to guarantee fidelity in a marriage, for cleanliness and hygiene (horribly misguided, that one), to prevent mental disease (?!) and simply through custom.

And it is painful, more so than cutting off the head of the penis would be due to the higher nerve density in the clitoris, and usually done entirely without anaesthetic to young children. Sometimes the clitoral prepuce (equivalent to the male foreskin) is removed too (removal of it on its own is the mildest form and the only one I'd actually call female circumcision), and sometimes the labia minora and majora are removed as well (the most extreme form, the type Dack9 saw). Well, I'm from Des Moines, and there really isn't much prejudice here. The gay culture is pretty nice really, think about it. they are a lot more easy going about sex, and they still have meaningful relationships.
