Which would cost more to fix:
Keying a car?
Splashing paint on the body?
Paining over the windshield and all other windows?

Pour glass etching fluid on all the windows

slash the tires on the side walls of the tires, not the treads

Bleach in the gas tank

epoxy in the locks

Fiberglass the seams of the doors shut

Go under the car and play "cut a random wire"

Use sandpaper to rub the paint off in any design or words and pour bleach over it

Remove the lug nuts in the rear tires so they don't notice until one comes off on the highway at 80mph.

Paint stripper on the body and slash the sidewalls as someone else said. The car will look like shit and be undriveable - there's the cost of having it towed and the cost of new tyres.

Also, if you have time undo the wheelnuts and then replace the wheel trim on top. When they drive off it'll tear the studs apart. And make 'em crash... Take a hammer to the radiator and plastic bumpers if it has them.

Out of those three, keying.

Most non-automotive paints can be cleaned off of a car's finish trivially. Glass is even easier to remove just about anything from.

If you want the vandalism to cost a lot you'll have to get more creative. Windows are expensive and relatively easy to break. Paint jobs are expensive but paint stripper is cheap. Tires are expensive, but any asshat with a cordless drill can put 5/8" holes through the sidewalls...
