One thing I will say, it's common knowledge that a 12 year old girl is pretty advanced these days and can think for herself on things like sex, etc. If a 12 year old girl agrees to sex, she knows full well whats she's doing. And if they're willing, they're not exactly innocent as I said.

It's because a child can't consent. It's been experimentally proven that people under a certain age are psychologically incapable of considering the long-term ramifications of their actions; they don't know what they're getting into. Children aren't ready for the emotional OR physical issues that can come with sex--their "willingness" means nothing if they don't really know what they're "willing" to do. Early teenagers, I agree, are possibly a different matter. It is possible for a mentally mature 13 or 14 year old to actually consent to something, but the laws are in place to protect the majority who cannot.

I would imagine that there are many situations where adult-child sexual contact is very bad, and is a result of some sick individual who feels the need to have power over someone else, and the only way to achieve this is thru the sexual manipulation of a child.
However, as rediculous as it may sound, I have a hard time believeing that ALL sexual contact is bad, especially in the case where the contact is initiated by the younger person. I'm sure it is a rarity, but certainly not out of the question.

How about because if I found out about an adult having sex with a child I would certainly kill them. So on top of loosing the benifit of me as a productive human being paying taxes and all that jazz, you'd have to pay taxes to keep me in prison after I was caught killing said pedophile.
