Hydrogen peroxide, perchloric acid
can anyone tell me what the PER means/stand for in Hydrogen PERoxide or PERchloric acid?

It's referring to the oxygen. Hydrogen oxide is water, good ol' H2O. Hydrogen peroxide is oxidised water, H2O2. Perchloric acid is oxidised HCl acid, or HClO4. 4H2O2 + 1HCl---->4H2O + 1HClO4

The per refers to the peroxy functional group which is two oxygens joined in a chain. Performic acid is HCOOOH instead of HCOOH(formic) one of those oxygens is hanging off the carbon as a carbonyl group, the other two form a chain with an acidic H hanging off the end.

None of the oxygens are chained together in perchloric acid, they are all joined to the chlorine, but not chained together.
