Whats the diff
What is the difference between a turbo charger and a super chager? which one would be a better choice on a 97 honda Prelude with a V-tech?

A blower(supercharger) is belt driven. A turbo is ran off of the exhaust gases.
A supercharger usually has a much lower boost pressure than a turbo, around 6-9 psi. It doesn't have the problems with lag and you get the extra power instantly.
A turbo can produce much higher pressure, 10 or so psi all the way up to over 28 on highly modified engine. The problem is that turbos take a small amount of time to start producing the boost once you step on the pedal(turbo lag) and that is annoying to some people.
Both would work pretty good on a honda, but there are far more turbo kits available than superchargers.

Since you seem to be a bit inexperienced with cars, I'd recommend a supercharger. They need a good deal less maintenance than a turbo.
