Aluminum is too malleable. You need to force molten aluminum through a nozzle specially designed for the particle size you want. There are ways to make it chemically but that is not in my area of interest.

I got them out of my old skateboard wheels for small ones and out of bikes for bigger ones

I'd suggest giving it the old blender treatment. I don't know exactly what particle size that will get you, but it's a start. Aluminum foil will be powdered quite nicely in a good blender.

Try heating the aluminum foil with a torch. It will become brittle and ideal for powdering.
