Constant change and reform of government? I always heard of anarchy as a state of lawlessness or disorder due to the absence of a government or governmental authority. An absence of authority or established order. Then again, I'm not an anarchist, so what the hell do I know...

yes but mikal baukunin linked the anarchist movement with one of terrorism, and he can rihgtly be called the spiritual leader of the group.
