Would it be legal for someone to start a vigilante group to do things such as patrol the borders and such?

Good question. I'm sure it is, but don't you think annexation to Panama is a better solution? We would have met our moral quota for absorbing squalor to at least the next millenia, plus there's the oil, tourism spots, canal fees, that cactus that's used to make tequila, etc.

Been done already. There are groups of armed farmers in Arizona, New Mexico, Texas and California who ride around at night (packing some nice weaponry) just looking for illegals coming up from Mexico. Once they spot them supposedly they call INS and have them picked up, but there have been instances of illegals being shot by sniper-type persons who so far, have remained nameless.

Yeah, it's been done already. I'm not sure about the legal aspect though.
You probably can't do anything but civil-arrest them and bring them in front of the Authorities.

As soon as the vigilante group do anything illegal, they then become law breakers - figures. They aren't immune to certain laws like the real police, so no killing, violence, breaking the traffic laws etc. but I'd imagine the police would turn a blind eye if you were helping them enough.
Vigilante mobs in Britain started going after released paedophiles (after their sentence was served), which was very frowned upon because they were killing people for crimes they had already served their time for... or worse, getting the wrong end of the stick. (They broke into a woman's home and sprayed "Paedo!" on her walls and windows, if she was in she would probably be dead. Importantly she was a Paedeotrician). Ususally though if there is anything that requires a vigilante there is police to clear it up, if not then it probably doesn't need a vigilante.
A vigilante group patrolling borders ahve no job to lose, and would end up using excessive force on border jumpers, thus be illegal
