inferring a particular race of peoples have no possibility whatsoever of producing exceptionally intelligent individuals means your denying that particular races ability to evolve/adapt.
If a race stops evolving/adapting, then it stagnates and will eventually destroy itself. Id argue with the entire human races ability to create geniuses at the moment, its a stagnant earth without enough rotation or revolution.

The negro race has only survived at the mercy of other races, because it did not evolve. It represents a lower level on the human evolutionary pyramid, the only way for it to evolve is to breed with higher races.
