I think we should have a write in voting system no limit allowed. That way the ones who are persistant enough to fill out the most ballets and send them in will win. Since most people dont vote anyways i dont see it as any less fair of a system do you?

Well to answer your question, I'll take a peices news out of the canadian media. A MP from Ontario was reprimanded by the media after he had told a personr of his riding who came for help to fuck off (not his words, mine) because the MP had found out that he had voted for another party. Open ballots lead to bullying and descrimination.
