In the dungeons & dragons game, they use a system of alignments to describe the moral outlook of the characters in the game. The alignment are devided into two parts : A good, neutral and evil axis and a lawful, neutral and chaotic axis. They combine to from diferent alignments, from Lawfull good to Chaotic Evil.

Could you describe governments in the same way?

Chaotic Evil: Despotism, like Iraq

You probably could if you really wanted to, but if you did, you'd probably be better off determining what each government was by the way they are, not the style of government it is.
