Should be in tech&tech but i'll give you a minimal answer anyways...
what do you mean by "any p2p program"? I seriously doubt you have tried all of them and even so, many are quite different in their code structure and thus would have nothing in common to cause a kernel32.dll crash.
this could be a bullshit kazaa issue or something along those lines.

Did you try to replace the file? Go to a serach engine and look for a website were they have most *.dll files.

Save file to a CD, make yourself a boot disk for a command line DOS and boot up, then replace the file.
