Can a super-hacker invent a worm-virus to infect law-enforcement (including FBI,DEA, Federal type agencies) computers to find and delete all convictions of consensual crimes?

I suppose it'd be possible to write a few programs to do that. Although, you'd have to burn down the buildings to take care of the hard copies and backups and I'd guess they have several locations for storing backups of the backups.

Here's what I mean.
A worm-virus that erases drug convictions and such.
If a cop stops you, the electronic database is what he checks. If you have a record he's gonna be curious and toss your car and search you.
If you apply for a job, a standard question is "have you ever been convicted of a crime". They check the electronic database. If you have a record, you're not hired.
I say It's high time the hackers did some work in this area.

yeah, you could probably change the electronic regs, but you'd have to do it in such a way that you were undetected and left no trace, because if you were traced, then the backup copies could be resurrected as z3m said

No. I very much doubt anything automated is going to be able to be that specific, and that skilled and still retain a small enough size to be easily transmitted.
Only thing I could think of that would do it would hafta be some sort of AI ala the book Worm by some guy whose name I forgot. But thats a job for AI programmers, not Hackers...
