how likely would it be that a government agency of some sort could spy on private AIM conversations ?

COULD, yes.
WOULD, probably not.
Unless they have some reason to listen in on what you are saying, chances are they aren't. The reasons they would have to do this, I don't know but could I very well speculate.

they can spy on whatever they like over the internet now. your conection is sniffed at the ISP so all traffic from your IP is theirs for the taking.
also keep in mind that you data passes through an AOL server and to the other chatter. it is not a direct conection when using AIM unless you use the option to set up a direct conection (which still does nothing to protect you from the govt.)
