Re: base
Nails for concrete? No. Just stick with masonry screws.

Re: base
You'll need a drill. You have to make pilot holes in concrete, because it doesn't give like wood.

Re: base
I take it you'll need it for hiding things. I would recomend battery operated scanners, radios, portable TV's, and other things to carry out urban missions and for comfort. Your storage and furniture will have to be heavy and watertight. But there are ways to get that easy. If you can dig a way out of the sewer (like through the tube thingy) into a backwoods area or a spot in not-plain-sight, then it's better as it offers more hiding places. You have only got to find a way to navigate between the two (ladder works good enough.)
Have a nice day...

Re: base
A carbide tip drill bit should drill through. Did you know you can drill through concreate with copper tubing? A little tricky but it works.
"any other ideas to spiff up the place?" -posters ,a strobe, blacklight? j/k
"Wow thats a pretty damn good idea, never thought of putting up a base before. Don't really got any ideas though." -well, those sewers in l4redo are probably the dryest in the whole state. You'd probably kill yourself in the summer.
What "operation" could you efectively executed from a storm drain? Just wondering.

Re: base
That sounds pretty nifty. I suggest learning your way around the sewers so you can take escape into it from anywhere in your neighborhood.

All of them are belong to us.
On another note, I should probably try to disuade you from such a thing, as there are plenny of dangerous gasses in sewers. Just like my cigarettes...
