Find people who weren't born in california, died when they were a kid, look and see if there's an entry for the social security number. If not someone could theoretically send away to the state of birth for their birth certificate... apply for a duplicate social security card for them... Go to the DMV and get a driver's license... Of course they would run a credit check to make sure NOBODY ELSE was using this same identity. I wonder if any of these dead people still have credit that someone could get credit cards with... hmmm.... Or file their tax returns for them... (inspired by someone on shadowcrew) Since these identities are so easily proved dead they are too risky for anything but use-and-discard use, but they are EASY to obtain.
