Re: glass cutting
Laser glass cutters do exist, but they're big and expensive and made to be attached to large machines in factories. You aren't exactly going to keep one in your backpack.
There are the classic glass "cutters" (like the ones in those old Bugs Bunny cartoons) that you can usually find at the hardware store. They are made to score the glass so you can snap it off exactly where you want it in a straight line.
The best cutter, in my humble opinion, is a cordless rotary tool like one of those Dremel or Wizard things. If you do it right you can make a nice hole in just about any plate glass with one of those. They tend to make a hideous racket, however.
I assume you're considering some sort of forced entry? Just mummify the window in tape and kick it. Why waste time with fancy gadgets?

Re: glass cutting
Use a plain, ol' glass cutter to cut a sqaure about 6 or 8 inches accross. It doesn't have to be perfect, just press hard and do it quick. Then make an "X" in the square diagonally from the corners. Then make a "+" up and down, left and right. Then you have a square cut into a bunch of triangles. use the glass cutter to tap in the center(where all the triangles converge). and it should break right out. Stick your hand in and.....

Re: glass cutting
wouldn't you want to get one of those suction things so you can hold onto the piece...i.e. attach the suction sup, then score the glass then give it a quick push/nudge...that way...no loud glas shattering sound.

Re: glass cutting
Even though they call them glass "cutters", they really just score the glass...it just makes it break along a line...if you want it quiet you could put tape over the etched square so all the class stuck to it...
