I was just wondering how long it take a plant to produce thc.What is the least amount of time I have to let it grow.Can I ut and dry it after a month.

No, you cannot. Most plants require at least 6 weeks in vegitative growth. Then 10 weeks for buds to mature. If you want shitty shwag i suppose you could cut the flowering stage down to 6 weeks. But you wont get much, and they wont be very good.
