Dude, not all forms of penis enlargement is surgery. There are more natural ways of doing it, it just takes time and patience. I found a website that teaches an ancient tecnique that supposedly works quite well. I've never tryed it because it seems like it would take too damn long, but if you're really that desperate, you can go for it. the link is :

To enlarge a penis they actually cut a ligament you can feel it at the top against your pelvic bone. Then it is pulled out etc. unfortunately it is this ligament that holds your dick up when erect.
