In my job as a software designer, I've had lots of contact with physicians at a major university hospital (UCSF) which has pioneered in corrective surgery on penises (such as those which have been severely deformed in accidents, etc).

I hate to do this, but I think you could BOTH be right. If a doctor or statistician measures a penis, he lays the tape along the upper surface. However, if an idiot measures a penis, he measures it from balls to tip (ie along the outside) and this length is usually around 1.5-2" greater. I have measured mine both ways, many times, and get different answers every time. somewhere between (inside) 6.5 and 7.5 {outside = 7 to 9} with a girth between 2.5 to 3.5 inches. It varies greatly.

I believe the most statistically accurate check is actually done when the penis is flaccid.. it's stretched out and then measured that way..
