I think too many people are consumed with these thoughts that more punishment will stop people from breaking the law. Shit, you could make jay-walking punishable by death, people are still going to do it. Some are under this impression that people can't decide for themselves and need man-made laws to give them guidelines.

I didnt say anything about rapists, people who steal etc, i was talking about the homeless who beg etc to try and get through life, why should they be killed?
And about stealing this is done due to a lack of alternative options for a part of the people who steal, some do it cause it is easier then a real job, these people deserve whatever is dished up to them by the courts, however the people who steal so they can live need help so they can stop the cycle of criminal actions that occurs in these sections of society, instead they are locked up and expected not to do it again even though they dont feel they have any other way to make ends meet.

Many of the things you have stated are contrary.
First, only race and behavior need to be known to determine whether someone must be excised from the National Body in order for it to become and remain healthy and progressive.

Fourthly, Mob Rule is out of the question, as it is unworkable and a bad idea. Rulership should fall on those responsible for imagining and implementing social programs, and ultimately on a single supreme ruler. These specific and identifiable people would then be held entirely responsible for their actions and plans/programs (the originators and parties responsible for these programs being equally known to the public and those most effected), and so would act in a wise and responsible manner, less they be beheaded.

No I do not allow non-Whites to abuse me, I thought that was obvious. Non-Whites are actually very cowardly unless they have an extreme advantage, and even then they are not eager for being attacked themselves unless they are under the influence of serious drugs.
