PURGES
A long list will be created by me and several advisors, harmless political agitators and scholars and communists will be rounded up and slapped around like bitches for a while. Radical counter-revolutionaries will be shot. Old government figureheads will be shot. Albert Ben Simon will be shot. A long list of celebrities I dislike will be beaten with sticks.

CONSTITUTION
- Sports enthusiasm will be encouraged, rules will be looser. Men and women will be conditioned to love their team with passion, brawl inside and outside the stadium during games and starting riots after major upsets.
- Racial hate will be encouraged
- Hate of your lower and upper class will be encouraged
- Sexual promiscuity will be encouraged
- Deviant sexual exploitation in any form will be a completely unpoliced technical crime
- Recreational drug use will be heavily encouraged but banned and policed. Needles will be restricted and AIDS information will be suppressed
- Methadone clinics, soup kitchens and homeless shelters will be burned and vagrancy laws abolished.
- Interstate, intercity and internation rivalry will be fueled by rigged sports games and rumours, violent crimes against local enemies will be glorified on media.

ARMED FORCES
There will be no standing army, only militias controlled by local warlords. I will succede command of any city to any warlord who can take it by force. Regular tactics involve the poisoning of the water supply and shelling of the city with corrosive gasses before sending guerrillas in to round up the survivors. Wounded will be tradionally killed. Suicide bombing will be encouraged, as will hari-kiri in the event of a failure. P.O.W's will not be negotiated for or rescued.

EMPLOYMENT
Working will be seen as extremely uncool and employers will not be forced to pay wages they've promised. The most appealing and advertised job is to raise your own militia and become a warlord, the next becoming a militiaman or petty criminal. The welfare system will be active, it will be the last service to go as the treasury empties. Every workplace will have a union representative who is legally required to call a strike whenever a formal complaint is lodged by an employee. The strike will have a three-day period before any negotiation can start.

HEALTH CARE
Anyone needing more medical attention than basic first aid will be shot.

REHABILITATION
Prisoners and mental inmates will be released and the facilities used as deserted crash-pads for the homeless, or freely released.

POLITICAL AGITATORS
Will be encouraged to raise factions and attempt a coup. In this event I will step down and flee to Switzerland with a big bag of gold and harem of nubile women.
