Passive radar is basicly locating enemy aircraft by their radars. A stealth bomber could be piloted and drop readar guided bombs using the GPS constelation alone An onboard radar could be activated for pourposes of landing but other than that would be superflous.

And anyways, bombers or fighter jets don't use their radars anyways. Most of the radar work is done by big AWAC birds (a boing 707 with a really powerfull radar on it) a few hundred miles behind the front lines.
