TREATY OF PARIS DECEMBER 10, 1898
This treaty concluded the Spanish-American war. It was signed by representatives of Spain and the US in Paris on Dec., 1898. Armistice negotiations conducted in DC ended with the signing of a protocol on aug. 12, 1898, which besides ending hostilities, provided that a peace conference be held in Paris by Oct., that Spain relinquish Cuba and cede Puerto Rico and one of the Marina Islands to the US and that the US hold Manila until the disposition of the Philippines had been determined. By the time that the conference opened on Oct. 1, US Pres. W. McKinley had finally decided that the US must take possession of the Philippines. The demand was ultimately accepted with great reluctance by Spain, with the stipulation that the US should pay Spain $20 million nominally for public buildings and public works in the Philippines. The final treaty also forced Spain to cede all claim to Cuba and to agree to assume Cuban debt estimated at about $400 mil., to be paid to the USA. So, Spain ceded Puerto Rico and Guam to the US. An attempt by the US to secure Kosrae in the Caroline Islands was blocked by Germany, which had already initiated purchase of the islands. The treaty was vigorously opposed in the US senate as demeaning the policy of imperialism in the Philippines and was approved on Feb. 6, 1899 by only a single vote.

INSULAR CASES OF 1901
Helped formulate the concept of the �incorporation� of territories that the US had acquired during 1898 US-Spanish war. In Downes v Bidwell, an associate justice White argued that �incorporation� into the US, by treaty or statute, determined the availability of constitutional safeguards to residents of a new US possession. This vague criterion was adopted by a majority of the court in 1905 and was invoked to deny constitutional protection in Hawaii and the territories won from Spain, which were held to be �unincorporated.� The importance of the Insular Cases lie in deciding whether the US could emulate the European nations and conquer and possess colonial territories. Cases deal with expansionism, an aftermath of the Spain-US war of 1898 that represented decision by US ruling elite and the electorate in the 1900 presidential contest between W. McKinley and W.J. Bryan to join European countries in becoming imperialist power. This meant political/legal control of foreign territories captured by the US, which would not be viewed as a potential member(s) of the US. Basically, enforce the will of USA on countries not capable to defend themselves.

GENTLEMEN�S AGREMENT 1907
US-Japan understanding, in which Japan agreed not to issue passports to emigrants to the US, except for certain categories of business and professional men. In return, pres. T. Roosevelt agreed to urge Frisco to rescind an order by which children of Japanese parents were segregated from white students in the schools. The issue reflected the prejudices of Californians who feared that Japanese immigrants would depress wages and gain control of most of the good farming land. The Japanese govt carried out faithfully its part of the agreement and the Frisco school board repealed the segregation order, but the bias and discrimination against Japanese in Cali continued. This agreement was ended in 1924 by the act of congress excluding immigration from Japan, as immigration from China had been previously excluded.

Wilson, the only president I believe was worth to be the president.

Wilson prevailed in the 1916 election, becoming the 1st dem to win a second consecutive term since A. Jackson. Once his reelection assured, Wilson mounted a peace offensive in dec. 1916 and Jan. 1917 aimed at ending the WW1. First he made a public diplomatic appeal to the belligerent nations to state their peace terms and accept American mediation, and then on Jan 22 he gave a stirring speech in which he called for a �peace without victory� and pledged to establish a league of nations to prevent future wars. Unfortunately, the Germans rendered Wilson�s peace efforts by unleashing their subs on feb. 1. Wilson finally decided to intervene, mainly because he could see no alternative and hoped to use American belligerency as a means to build a just, lasting peace. On apr. 12, 1917, he went before congress to ask for a declaration of war so that the US could strive to fulfill his injunction that �the world must be made safe for democracy.�
Following the signing of the treaty of Versailles at the Paris peace conference in June 1919, where he played a major role in negotiating that treaty, which established the League of Nations, pres. W. Wilson turned his attention to persuading the US senate to ratify the new treaty. The senate of the 66th congress was composed of 49 reps. And 47 dems. While Wilson could count on most dems for support, many repubs were also needed to make up the requisite 2/3 of the majority. Thus the battle for ratification 1919-20 started. There were three groups � �irreconcilables,� who opposed the L of N in any form. The other 2 groups were mild and strong proponents of �reservations� to be attached to the resolution of various treaty provisions; in practice they were also statements of American qualifications and intentions. There were also republican �moderates� and they played a key role during the tension-filled negotiations over treaty ratification. When pres. Wilson presented the treaty to the senate on July 10 1919, he wanted it ratified as written, w/out amendments. Yet he could not win enough republican support, and he agreed in principle to interpretive reservations separate from the instrument of ratification. The concession was insufficient. Meetings with republicans proved fruitless, committee of foreign relations didn�t do much either. He then took his case to American public, yet unsuccessfully and at grave cost to his health.

My understanding is in the last 10 years or so Europeans have developed more and more hate towards Americans then any other time in history. This is why I am proposing a Buffer zone around the USA. We will impose a 20 mile buffer zone in the borders of Canada and Mexico as well. We are closing the doors to the world. We are self efficiant and we can survive without the aid of the rest of the world. Is this arrogant of me? perhaps but i think it is the best thing For all Americans. I say shut the door to the world, cut all ties and no more agreements to be signed. All Nations can fend for themselves. lets face it, one day the world will run out of room, resources and patients. we are just putting off the inevitable. I think its insane for the USA *Not* to build a super missle defence system. This is not building more Nuclear weapons of Mass destruction. this is a system to shoot down incomming missles. The Russians seem angry because they are about 10 years behind in technology. so they feel that if a Nuclear war was to break out that we would be able to take out 98% of their missles vs them taking out maybe 2% of ours. So this is going to cause them to build more nuclear weapons? This is childish. Is the USA really going to be aggresive enough to start a nuclear war? is this American Policies to end all that our own nation has to offer us. with all of our wealth i dont see this happening anytime soon. And i think our main objective for building such a defence system is more against future agrresions from nations like China or Pakistan or even Iraq (In 20 years). if we dont get a headstart on this project now then its only a matter of a decade or 2 before the USA is no longer a world power. If we are no longer a world power then you will see some serious aggresive take overs from countries like china and india and pakistan. Also when (Not if) Pakistan and India finally do have a nuclear showdown it could easily set off a chain reaction of nuclear launches from russia onto the USA. that is how their system is set up. I think the only problem the rest of the world has with America building such a defense system is we will be the only ones to survive this nuclear holocaust.

We are the 4th most populated nation in the world not 1/20th. I meant we were 1/20th the land mass but we have the 4th most populated country. think about that. Think about how over populated our country is. thats why we use so much energy. not just because we are one of the most populated but because we also are very industrial. we make just about everything (Except them cool little electronic toys.. we leave that to the japanese).

i would love to see every American in the nation to put solar panels on their roofs and have solar powered Generators. But then hey.. The Power Companies wouldnt make any money. If they gave a fucking shit about our energy problem they would pay for our solar panels and then there would hardly be any need for arab oil. If all cars built today are hybrid electric/feul cars and no power companies using deisal to make steam were needed then we wouldnt need the arabs oil. So its not Americans Fault its just a handfull of greedy corperate and government officials who are creating this problems.

and its not just Americans. the British own BP (They changed their name recently)which is the largest single owned oil industry in the world. Blame the brits while you're at it.
