Well, you seem to know what it is. Personally, I enjoy sedatives, so I'd probably see if it was recreational.
The list of serious side effects make it sound like something you might not wanna sell. If people die, you probably get caught.

If it is non-organic and ionic then it is water soluble. If it is organic and polar then it is soluble. If it is non-polar or covalent it won't go into solution with h20.
There are exceptions though
