That's fucking stupid. Abuse =! Potential for Harm. There are MILLIONS of people who smoke way too much pot, way more than there are pharmaceutical abusers. In my mind, "way too much" constitutes abuse. When you smoke so much that it interferes with school/work/whatever else. And don't say it doesn't interfere because it does, and it doesn't even take that much.
