This is really funny when your dealing with amateurs heres the story. I needed some vccs and a bank account to do a paypal scam so this guy emails me saying he can sell me some and take credit cards so i was like sweet and gave him one of my prepaid accounts told him he could take 65 dollars out.

He takes the card and withdraws it from his bank account. I seriously couldn't believe it. He takes a cc that he doesn't have and uses it at a bank! So of course he starts stalling saying he will get them to me soon so i put a limit on the card of $70 this dumbass tries to do 2 more small ass withdraws from a card he does not have! Anyways i email him today saying gl you amateur forwarded all the emails to the cops and filed a dispute with the card company. And i get this little email saying to wait he will get them soon not to report him to the cops wtf little bitch if you try to scam a scammer make sure hes not smarter than you.

now i still need to find someone who sells vccs and bank accounts to verify paypal.

Try undernet IRC, the ops are pretty good on kicking rippers or suspected rippers.
Alternatively cut the middle man out and phish all of them yourself. If you know how to spam effectively via e-mail and can get some decent smtp servers (ask in carding IRC channels, also ask some 419 scammers via e-mail) then do it yourself.
