The fact that it's published in a scientific journal shows that it's not bullshit though.
I want to read the article, however, to see what the limitations are exactly.
but fuck paying $30 or whatever it is to find out.

Here's the real deal:
"We have shown that contrast defined arbitrary visual images can be reconstructed from fMRI signals of the human visual cortex on a single trial basis."*
All they did was recreate incredibly simple images - black and white, simplistic shapes - from data taken from someone's brain on an MRI scan. Furthermore, it was in an incredibly controlled setting, so one can't just do this in any environment. It's not nearly as 'futuristic' as one might initially think.
Here's a picture from the journal, showing the shapes that were recorded:

They will definitely not, however, be able to 'capture' people's dreams anytime soon.
Still, this is an amazing find with countless hours of research involved. This could develop into something truly incredible.

That's the first sentence from the discussion section actually  . It must have been fucking expensive to do... fMRI (functional magnetic resonance imaging) scans need expensive equipment. These participants had to lay in a machine like this http://www.dundee.ac.uk/medther/taye...es/mriscnr.jpg and stare at the images on a screen above them.

Give it 20 years and lots of funding, and recording dreams may be possible.
There's a lot of research into helping the blind to see and quadrapedrics move mouse cursors using implanted brain sensors, combining both of these... who knows.
