A wee bit of water-boarding & some tasering: if deemed necessary, might be just the thing. I might believe he was grabbing her if he'd used both hands. Which cops are trained to subdue perps with just the single hand? Kind of inadequate, let alone inefficient & dangerous!
Who tries to subdue someone on stairs? She was just a few seconds from a level surface: why not grab her there? What if she was combative? She was big enough that if he had grabbed her, her being ornery might have caused him to lose his own footing, fallen & himself become injured.
