I found this really nice cell phone

Do I simply remove the existing SIM card and replace it with own SIM card from my previous phone?

Do cell phones have something similar to a laptop's anti-theft software like CompuTrace or LoJack? I don't want to start using the cell phone and have the cops at my door

yeah you can just put in your sim card as long as its on the same network as the phones supposed to be on unless you want to unlock it but thats a whole different story.

you got your answers but just for self satisfaction you ought to find a person under their contacts like mom/dad etc and call them up from a different phone letting them know you found their SIM card on the floor somewhere. just a thought.. maybe you'd get some sort of reward.

Cell's have a number of different ID numbers.... the IMEI is independent of the sim card, and if the dude who lost the phone asks them to ban that, then the phone will be prettymuch worthless. But that typically is not done, so a sim swap and you're good to go.

hope it wasnt an iphone or one of those nice ones, they will ban the imei with out them even asking.

if the imei gets canceled just take it to some asian cell phone place where they unlock phones, they have a unit that they can plug your phone into to change the imei.
