Well I'll say that you have some pros and cons for each.

You can't throw food waste around as litter, it attracts fucking vermin, stray cats and dogs. It's like gum on sidewalks - looks shit and gets on your clothes/feet and shit

Bums are employed as street cleaners but as soon as they start making dollars they're no longer bums but lower class trash (cleaners).

the bums have to clean during daylight hours to make the city look good, that's all. There's enough bums for that.
