I am wondering if the 9mm ammo boxes are sometimes not behind the counter at walmart i remember for sure ive seen shotgun shells on the shelf.

No. All rifle and pistol cartridges are kept behind the counter and wally world I.D's for ammunition. It's store policy. If you are in the south you might try a co-op, but they usually don't carry pistol cartridges.
