Sorry to burst your bubble but Nicotine won't vaporize under heat alone. Run a google on nicotine, it's there. On the other hand, with a little help from some steam, it should work nicely. There's a chemistry concept called steam distillation, where if you want to vape something that'll burn before it boils, you bubble steam through it. The substance then "dissolves" itself in the steam, and precipitates with the H2O on the other end of the setup. What this translates to is that you could either huff boiling wet tobacco steam (after it's cooled a little though...), or heat H2O in a separate container, passing the steam through some tobacco before you inhale it. If you go with the tobacco soup fumes idea, the thing to keep in mine is a High tobacco/H2O ratio. Mostly plant with just a little water in the bottom.

Oh, and Nicotine isn't carcinogenic in and of itself. That's all the other shit that comes with burning tobacco.
