According to every source I've consulted, only Burma/Myanmar doesn't use the Metric System.

I don't really understand what you're saying. There's no reason why you have to use fractions with the imperial system. 6.5" is just as common as saying 16.5cm, only I assume the majority of totse is more familiar with the measurement in inches.

Jack, .5 inches is indeed a measurement. There's this concept called the decimal-fraction conversion.

For example:

1/1 = 1
1/2 = .5
1/4 = .25
1/8 = .125
1/16 = .0625
1/32 = .03125
1/64 = .015625

So, for example, I am 6 51/64". I could also say that I am 6.796875 inches, and I would still be correct. God bless the imperial system for teaching children how to properly convert fractions to decimal.

Now, we can get a precise conversion to metric thanks to this neat conversion to decimal:

6.796875
x 2.54 = 17.2640625cm...and from here, we can go ape and convert it to decimeters, meters, kilometers, and all that fun shit just by moving the decimal around!

Wonderful how it doesn't matter which system you use if you're not an idiot. :)

Of course though, I'm actually 6.984375 inches, which is 17.7403125cm...which wasn't on the ballot. So I just rounded to 18 by following the rule of rounding. This rule is based upon the next digits relationship of being lesser or equal/greater than 5.

Which is why no one actually says it in common speech. It's the same situation with written [Standard Formal] English being very different than spoken English.

They're all equal representations of the same quantity. Some people say "point 5 inches" or "one half of an inch" or "half an inch." No one would say "point five of an inch." So, perhaps that's the confusion. Mathematically, .5 = 1/2 = 50% =5/10 = 50/100 = .5000000 = 500/1000

How you represent it doesn't really matter unless the notation is required to be done a certain way, as might be the case in physics/chemistry when significant digits are involved.
