This is the weirdest thing I've heard all day.

Basically, what they're saying, is that terrorists have been using cp to transmit secret information between each other.
If that's not the most retarded thing I've ever heard, I don't know what is.
I mean, what's the logic in that? "Let's take something illegal and suspicious and send that to each other, because that won't bring any attention from the authorities at all."

I think it's to explain why the image is being traded over tor/i2p and/or encrypted.
Also discourages scrutiny of the files?
Or more likely: this doesn't actually happen and it's just fear mongering to justify internet censorship. |

It was transferred over tor/i2p because it's kiddy porn. And it wasn't encrypted - the data was presumably encoded through steganography - that's when the key is not to make the data unreadable, but to hide the actual fact of the data even being transferred.
