I had the same problem. I sat her down and lectured her on the way my nuts feel when she doesn't suck me dry. Her dim wits were likely the cause of her forgetting this over and over, but eventually I made it clear to her that there is nothing more frustrating than getting worked up and then not being finished off. Next time she stops just politely ask her to finish. I know this shouldn't be hard, but sometimes it was for me to tell her, which sounds like a problem you're having. Just do it. She's your girlfriend.
