Well, assuming you only have one dhcp server on your network, it should be obvious where the assignments are coming from. If you have more than one dhcp server, then thats just poor practice.

Do you have a standalone router? or is your server functioning as a router? Can the other computer's connect to the internet?

No. An ipconfig /all will tell you what your DHCP servers IP address is. A DHCP server does not have to be the default gateway.

On a network as simple as yours, you do not need two dhcp servers. Having your 2003 SE box run a dhcp server would be redundant at best, and most likely impossible without more hardware anyway.

Yes it can, however, it would be extremely advisable to set the scopes on each one, to IP ranges that don't overlap. Otherwise you'll have duplicate address issues.

The best configuration would probably be to leave it how it is. Just let your router assign IP's. There's no use for an elaborate redundant DHCP setup, on a network as small and simple as yours; the simplest solution is often the best solution.

You could run a packet sniffer on one of your machines and watch to see who is sending out DHCP Offers.
