Reporting a fake hit and run?
Ok just a quick thought if you were to set someone up and get there license plate and they say that they nearly hit you or did hit you and then tore out would police follow threw in finding this person. I do know were this person will be and when they leave. Would the police hassle them or...?

Plus if they have a solid alibi, you could get arrested for filing a false report.

It's the insurance companies job to investigate these things thoroughly so they don't have to pay. That is their profit. Unless you do a fucking amazing job you won't be able to fool them and will simply get charged for insurance fraud which is a felony by the way.

Well I was thinking like hitting a pedestrian. Having 3 or more people call saying they saw the same car almost hit a guy/reckless driving.

Know where said person will be driving to on a certain day, Walk along that road. Find some loser walking along the street. Push them in front of the car, then run.

That still doesn't get the driver in any trouble. It's not a hit and run unless he just keeps going and doesn't call the police. As soon as the pedestrian and the driver (and any other witnesses) say that he was pushed, you'd be fucked.
