The 2 people above are clueless.
If you just talk your small talk, she won't be sexually attracted to you and neither will she see you in a romantic light. Asking her out will make her go "lolwut", and it ain't gonna be good.

So right. You need to flirt. That's how sexual communication goes. Through flirting. The touching will come into play a bit later.
So what's flirting? Basically a playful conversation that creates sexual tension. How? Be funny and a little bit arrogant (you should find the right mix of humour and arrogance); don't giver her direct answers to anything, unless it's a "no"; tease her; never take back your comments (e.g. after you say something funny and outrageous, she goes "I can't believe you've just said that!" - don't take it back); when touching her, go two steps forward and one step back (e.g. take her hand for a while; then let it go and lean back, etc.). Be nice to her, but when you want it, not when she wants it. Be unpredictable. Be confident. Lead her around - be the decision maker. If she wants to kiss you, say no, and kiss her later when YOU want it. If she likes chocolates and asks for some, don't give her any - but surprise her with some later. Misinterpret her words to make it look like she wants you (e.g. you say "I want a drink, let's go to the bar" and she says "Yeah, let's do it!" - you then go "What, right here?! I think it's a bit too early in the relationship for that!"). When she gets interested, say something like "I think you'll make a good friend." - while turning your sexual communication up a notch. Send mixed signals.
That's what flirting is. Now go out and do it.
