Okay so basically long story short I have a very sore throat. I certain coke head friend reccomended doing crack to numb my throat. Bad idea, as I have never done any drugs aside from the occasional toke. But would it be possible to cook a crack like substance out of procaine so I just get the numbing factor, its cheap, and its legal? Also would that be a god awful idea?

I would try Chloraseptic or a similar liquid with numbing effects before I try to cook my own crack just to get rid of a sore throat. But that's just me.

I don't think he wants to make freebase cocaine out of procaine, he wants to covert the procaine into a form that can be heated and inhaled so it would produce the topical numbing effects without the risk of addiction. Why he thinks this is something worth pursuing, however, I do not know.

Yes. You'd end up with a dosage in your central nervous system which was much, much, much larger than the mg/kg figures would indicate (aka "teh rush")... and sodium channel blockers tend to be really fucking lethal. Like, strange mollusc toxin lethal.

Try mint oil. Menthol's the usual anaesthetic in cough drops anyways, and it works well.
