Im pretty sure your going to need some permits , and proably have to buy the actual concession not just make one from scratch , proably against some kind of regulation.

Are you going to prepare food or just resell prepackaged shit like chips, soda, cookies, etc?

Yes, this can be a solid way to make money. However, it's time-intensive and you may have to deal with competition.
Is there a good market for this where you live?

Re: building a concession stand to sell food..
Great way to make money. The permits are expensive, but the material costs are low. You really want to have one of these open during the weekend nights, around bars, especially after last call.
The cart itself isn't that expensive to built/buy. Generally, they have propane stoves and refrigerators. You can get them used pretty cheap. Then you need to buy some hotdogs, buns, chips, and sodas. You're looking a total start-up cost thats really pretty low. And you can recover the cost of the hotdog cart pretty easily if you decide to quit.
The permit/zoning issue is the biggest hurdle for you. These vary location to location. Some places flat out will not allow you to do this.

yes the permits/zoning and liscenses will be the biggest task.my only problem is buying a stand that i feel is within my limits of what i want to sell...they are not cheap.i want two fryers,a decent sized grill and possible a soda fountain....
was thinking of maybe starting out at beaches and huge construction sites at first(little or no rent) and then maybe looking into carnivals and such if things pan out....
just worried about spending money on a stand and never getting my money back..

Re: building a concession stand to sell food..
there is some kind of muslim dude in my town who has one, and he goes to the strip bars at last call like said before and sells the hotdogs hamburgers chips and pop. He must make a fucking shitload because almost everyone leaving buys a meal. Although I dont know if the strip bars in your area sell food or not. If yes than it's probably not a good idea. I think the owners of the bars likes having him there to supply their drunk customers with food.
