How to find someone
Alright, I have a cell phone number and a first name to go on. That's about it.
I've already tried the White Pages, but I have to pay 15 dollars in order to get a full name and address. I tried running a test using my own number and found the free teaser-information provided is inaccurate, so I don't want to throw my money into a potential failure.
Any tips? links? Preferably to something that provides free information--at least a first and last name.

Yeah, do something like that, maybe pretend you're with a VISA or some credit card company. I think VISA is the most popular? But if you get the wrong one then it'.s sorta fucked forever

Make sure you call from a private number, if you do this.

I just paid the white pages fee and they gave no additional information. Use a credit card so you can do a charge back.
Per your situation:
This one is tested by me and works everytime:
"Hi is tony there?"
"No, I think you have the wrong number."
"Well who is this?"
"Dan?"
From there getting the last name is gonna take some practice. Go through the white pages trying different ways to get a last name out of random people till you find one that works consistently.
IE:
"Dan Smith?"
"No. Dan Johnson"
or
"Dan who?"
or
"Oh hey Dan! Hows it going?"
"Pretty good... Who is this?"
"I'm Steve. I found your number in my contacts list. You sure this isn't Tony Brown? you sound a lot like him"
"...."
"Hmm. You sound familiar. Dan... Dan... Is this Dan Lombard?"
"No. Dan Timberland."
"Weird."
"Alright Dan, sorry to bother you."
Social engineering just takes practice. Grab a phone book and go nuts. You'll tend to get in to character and not even need a script and go off of routines that you have found effective in the past.

Yes, because I have every reason to be EAGER about wasting $15. Hah, why didn't I just fork over the money? Especially since I made note of the fact that the information offered seemed to be inaccurate.

STEP 1: Find out that telephone number's wireless provider by www.reversephonedirectory.com for free. It reports the company owning that number, but because of number portability, it may not be accurate.
STEP 2: Call that wireless company. Be nice and say you found this phone at a party and am trying to return it to the owner. Provide the phone number and say you think it may have belonged to *friend*
OR
Find out his profession. Any popular magazines for people in that career field? What are his hobbies? What magazines would he subscribe to? If you think you've got good bet, call up the magazine co and say that you're trying to get in touch with a long lost friend to invite him to your wedding and that he was an architect or whatever and would be a subscriber to this magazine. Provide your info on the guy, see if you can get an address out of them. Hopefully a) he provided his cell number, b) you can social engineer it well enough.
OR
Is he a loner? Get an alias number to call/text from and pose as a girl he met at a party. He won't remember, but social engineer him into meeting somewhere. Ask what car he drives, license plate, whatever can help yas find each other "for lunch". You don't have to show up. You can then pay a fee of around 20 bucks to your DMV to get the registrant info of the license plate, including name and address.
Good luck. Above all, I'd recommend just calling the number and going at it that way though.
