Give her some advance notice though, like a month, and then FOLLOW THROUGH. If you tell her you're going to do this, and then drop it at the last minute because she was too lazy/irresponsible to get prepared for it, then she will see that you are weak-willed, and will take advantage of that even more than she does right now.

As far as the boyfriend goes, you have no obligation to support him. It sounds like it's hard enough getting by as is, there's no reason for him to be able to mooch from you as well. In my opinion, you should stop letting him live there. That may end up being some motivation for her to move out, as well.
