Generally, all you have to do is cite IM handle 'n the chapter 'n verse on the USC. Traffic logs are subpeonaed from the perpetrator's ISP, 'n the victim comes up a proxy and is unneccesary to the prosecution. It doesn't really NEED any explanation - just a citation of applicable law.

I no longer have the PD contacts I used to... but it doesn't take a long drawn-out explanation of why you were there. It just takes a pseudonymous report with USC citation and identifying information. Your personal rolodex generally isn't going to ask any questions. In fact, they'd generally be happier not knowing.
