Well, there ARE underwater hotels (Google it), so I guess that's a start, but no cities yet. After you tackle building Plexiglass that stands up to the depths of the ocean, you have to figure out how to build a renewable air supply.
If you could get those two things together, plans for the city would come along swimmingly (pun intended, yes I read Maddox's article about intended puns, I can take him IRL so he can fuck off).
I still like my plan of taking over the Pitcairn Islands, though (I mean shit, it's 48 fucking people, I can take them on with a fucking SPORK).
