So my english teacher told me at the beginning of the summer that she thinks I would be good as a "junior operative", aka someone who goes into stores, hassles the proprietor to sell them either alcohol or tobacco, and either tells them they're doing a good job, or says "Ha ha sir, you just got owned, your liscense to sell (whatever) is gonna get revoked."

So I was thinking, I'm a pretty good actor, and I definitely look like I would be somebody who smokes (I get people trying to bum nonexistant cigs off me all the time), so what's the worst that could happen? Also, any tips or tricks to get people to sell you cigs or booze?

Yeah, that would be pretty cool. If you felt like having some alcohol or tobacco, you could just not report them and take note of the store for future use.
