He won't send it at all, sound like this is the scam where they spoof a HTML e-mail from paypal saying that the money has been sent to the account (in the hopes that you don't check your paypal and just send the item on or they can trick you into believing that it's a bug that happens sometime and will come through later).
Get him to pay through Western Union (he'll send a cheque/travellers cheque guaranteed).

To answer your question though, you can trick him (if he sends you the money via paypal...I just got the sudden thought he may just do a chargeback on your ass later), have him send the money, say it didn't come through, say you're trying various bullshit solutions and nothings working, then after a while say that you've spoke to a friend an apparently it's a glitch sometimes and to make the money through they have to start a claim against you and then cancel it. Afterwards don't send him fuck all, he'll go to start another dispute/claim against you and won't be able to.
It's easier just to get it through WU or moneygram though.
