Gun laws equivalent to that of Switzerland would be adopted. A citizens army would be made. Government supplied Weapons would be kept in all homes along with ammunition. Citizens may also own their own weapons along with the government weapons. Only violent criminals shall have these weapons and rights to own weapons taken from them. This citizen army with a supply of weapons would serve to keep the government from abusing it's power.

I'd transfer most of my powers down to local levels and let them govern themselves so I don't have to deal with their bullshit. I just want to get a fair tax and concentrate on big projects and maintaining good relations with the world.

Ensuring 100% of our energy comes from renewable sources, so we don't have to deal with increasing energy costs or get involved in conflicts overseas.

Downsizing the army and converting it into several elite security forces. There's no need for hordes of soldiers into todays world. All you need is small little groups to do missiosn around the world to influence business and politics the way which is most beneficial for your nation.

Knock down all the shitty areas and relocate the citizens to either other towns or to take part in development projects overseas. There's no room for trampy estates in my nation.

Install an efficient public transport network. Every city should have an underground/subway/metro and each of these systems should be connected by an underground train network. This will reduce our dependancy on cars and save a lot of resources, I also don't want lots of ugly motorways cluttering up my country. The roads will be returned back to nature.

Legalise gun ownership and drugs. What people do is nothing to do with me as long as I get my tax.

I'd clean up the country. Unite the people. Make the government work for the people, not own selfish reasons. Make the country self sufficient. Unite the dominant race of the country, by sending all immigrants and people that aren't of Germanic descent out. Promote cultural programs, literature, symbolism.

Last but not least, make work camps where people without prior skills can learn how to be useful to society, and reward them on the way.

Drugs would be a difficult issue. However, after implementing all my prior suggestions, people would be happy, without the need for drugs. Drug usage would be limited by people not requesting them in the first place. Amphetamines would be issued in low dosages to working people who require them to keep concentration.

There'd be no melting pot of cultures. No internal conflicts. The purpose of the government would be to keep the people happy, supply what the desires are.

The judicial system would be reformed. Only those who commit violent crimes would go to prison. Theft, drug possession, etc, would only result in fines and house arrest for repeat offenders. Those in possession of drugs will be fined, repeat offenders will be forced into rehab. Dealing drugs will be a capital crime.

Marijuana will be legalized, taxed, and highly regulated. All other drugs will still be illegal.

Alcohol will only be available by mail from the government.

Voting for laws will be the only democratic aspect left. If 7/8's of the population votes against a law, it will be repealed. There will be a council (a rep from each state) to re-vote if the emperor demands it. 4/5 of the council needs to vote for the law for it to stay in effect. The council can also suggest laws, but only the emperor can make them.

The council has the power to remove the emperor from power, but it must cede the power to the emperors heir as soon as the heir becomes old enough. Meanwhile, the council will assume power over the empire. Emperors can only be removed by unanimous vote from the council and 7/8 vote from the people.

The amount of profit a corporation can make will be capped. The profit made beyond the cap will be used for public services, mainly the universal health care system I would set up.

Flat tax rate would be established.

Education, health-care, welfare, and basically every other federal program and agency will be over-hauled and formed into something great.

I will form a squad of soldiers to purge cities of gangs and drugs. A time limit of how long this squad can exist will be written in the constitution. Thereafter, squads like these can only be formed by unanimous decision from the council (to protect civil rights).
